Assemblymember Holden Hits the Ground Running for Future Generations

Sacramento, CA – Today, Assemblymember Chris Holden introduced AB 43, Integrating an Embodied Carbon Trading System into the Low Carbon Product Standard that builds upon the foundation of AB 2446, Embodied carbon emissions: construction materials. This bill would express the intent of the Legislature to enact an Embodied Carbon Trading System within the program created by AB 2446, or the Low Carbon Product Standard (LCPS), to facilitate a credit-trading platform for building materials.

In recent years, building decarbonization has become a growing priority for the state. As a result, the California Air Resources Board and California Energy Commission may include building decarbonization in future updates to the Scoping Plan and Integrated Energy Policy Report (IEPR). There has been a growing early market for low carbon building materials, including companies inside California. Further growth of this sector can create economic benefits for the state.

AB 2446 (Holden) was signed this year by Governor Newsom.  The bill requires the California Air Resources Board (CARB) to develop a framework for measuring and reducing carbon emissions associated with new building construction.

“When we think of legacy, I want us to think about our future generations and helping ease the burden, whatever that burden may be,” said Assemblymember Chris Holden. “This bill will take intent to action by equipping the industry with a framework for conscious design.”
