Assemblymember Chris Holden’s Prison Realignment Bill: Keeping Mentally Disturbed Offenders Off Our Streets

Sacramento - Following numerous calls for change to the state’s prison realignment program, Assemblymember Chris Holden’s (D-Pasadena) measure to prevent last-minute dumping of seriously mentally ill inmates on county streets, passed its first committee test today. This measure, which was narrowly defeated last year, passed with unanimous bipartisan support out of the Assembly Committee on Public Safety.

AB 1065 provides county probation departments with more time to identify, and plan for more intensive treatment and supervision of released offenders who were formerly classified as a mentally disordered offender (MDO). Under this bill, probation departments have 30 working days to thoroughly and properly put in place an appropriate supervision and treatment plan for these offenders.  Previously counties only received 5 days or less to prepare.

“I am very pleased that the state’s finances continue to turn around and that Governor Brown has proposed reinvesting in California’s future while maintaining budget stability. That’s good news for our state and for the 41st Assembly District.

This budget reverses the severe cuts experienced by our public schools and colleges during the recent recession.  It means our local school districts will see increases in K-12 school funding by $2,188 per student over last year. Our community colleges, such as Pasadena City College, Citrus, and Mt. San Antonio will also see an increase in funding that will allow them to restore much needed classes. 

Assemblymember Chris Holden Announces the Capital Fellows Program

Sacramento – If you have a passion for public service, the Capital Fellows program may be just the ticket.  The Capital Fellows programs offer a chance to prepare for a career in public service while working under a seasoned mentor.  Fellows work for 10-11 months as full-time, paid staff members in the California State Assembly, State Senate, Executive Branch or California Judiciary.

Addison Peterson, a recent graduate of Cal State University Los Angeles, has been named an Assembly fellow in the office of Assemblymember Holden. Peterson was very involved in student government and served as board chair for the Cal State LA student union. He also lobbied on behalf of the California State Student Association and says his dream has been to be involved in legislative government.

Governor Signs Assemblymember Holden's Bill Giving Military Personnel a Tax Break - AB 143

Sacramento - Members of the Armed Forces and National Guard will get a break on state use tax when they are transferred to California under Assemblymember Chris Holden’s bill signed today by Governor Brown.

"It just doesn't seem fair to tax active duty military personnel when they are already making so many sacrifices," explained Assemblymember Holden (D-Pasadena). "It's the right thing to do to relieve some of the tax burden for our service men and women who are already sacrificing so much for their country."

Assemblymember Holden Scores Key Legislative Victories

Sacramento – As we near the end of my first legislative session representing Assembly District 41, I am very pleased that eight of my bills have been approved in the Assembly and Senate.

Two of them – Assembly Bill (AB) 72 and Assembly Bill (AB) 139 – have already been signed into law by Governor Brown and the others are on his desk awaiting signature.

Holden’s Bill To Put California’s Farms First Passes Final Hurdle

Sacramento – Lawmakers today gave final approval to Assemblymember Chris Holden’s (D-Pasadena) bill to help California farmers and improve the state’s agricultural economy. The Assembly unanimously in favor on final amendments.

Under Holden’s AB 199, state agencies – such as public hospitals, prisons and public schools – would be required to purchase agricultural products from California companies if the price is equal to or less than the lowest out-of-state company. AB 199 also encourages all public schools, school districts, and public colleges to purchase agricultural products grown within the state whenever possible.
